Legislative

Representing PAs before the Missouri Legislature and the Board of Healing Arts is an important part of MOAPA’s mission.  MOAPA works hard to improve the laws and regulations that govern the practice of PAs and to provide PAs' input on a range of other health care legislation.  

For the past several years, MOAPA has worked to change Missouri's laws on physician collaboration with PAs.  We seek laws that ensure appropriate use and scope of PAs and giving Physician/PA teams the flexibility they require to meet patient needs. 

Examples of legislation that MOAPA has successfully changed for Missouri PAs: 

  • Eliminated the 4 hours per 14 working days requirement for onsite direct supervision. 
  • Removed the 30-day direct supervision requirement for new collaborative practice arrangements - and won a lawsuit defending this change as of January 2025


MOAPA will only be successful with the active participation of PAs and PA supporters from around the state.  Your membership is vital to our efforts, and we are very grateful for each and every member!

Our 2025 legislative efforts include the following: 

SB 107 - allow PAs to sit in on peer review committees regarding PAs

HB 1567 - allow collaborative practice agreements to be made at the practice/group level instead of singular MD collaborations

HB 1388 - approve PA Compact licensure, which will include all states neighboring MO.

We also hope to add oxycodone to the approved Schedule II medications that BNDD-licensed PAs can write for (5-day supply limit remains) and allow PAs to complete do not resuscitate (DNR) orders  in the  outpatient setting  (currently restricted to inpatient setting)
